Government standards for building survey, monitoring and reinforcing

Government standards for building survey, monitoring and reinforcing of building structures comprise about twenty federal, local and departmental documents that guide planning, design and research organizations in carrying out works on engineering survey. Some of these documents are mandatory while others serve as guidelines.

It is logical to supplement the list of regulatory documents, most of which are non-mandatory, with instructions and guidelines on surveying and reinforcing buildings (structures), many of which were developed in Soviet times, but are still relevant and are used by design engineers all over Russia and the CIS states.

Every now and then, the existing rules and regulations are revised and amended, and new regulatory documents appear. Design organizations are responsible for maintaining the information on legislative acts governing professional building survey activities up to date; for this purpose, they use juridical consultation systems or special systems of reference information (“Garant”, “Stroykonsultant”, “TechExpert”, “NormaCS”).

As of today, the following regulatory documents and guidelines on building survey are up to date:

  2. GOST 31937-2011 BUILDINGS and CONSTRUCTIONS. RULES OF INSPECTION AND MONITORING OF THE TECHNICAL CONDITION.
  3. SP 13-102-2003 RULES OF INSPECTION OF LOAD-BEARING STRUCTURES OF BUILDINGS AND CONSTRUCTIONS (set of rules).
  4. MRR 2.2.07-98 Methods of surveying buildings and structures prior to their reconstruction and redevelopment.
  5. MRR 3.2.05.03-05 Guidelines on determining the cost of works on surveying the technical condition of structures of buildings and constructions.
  6. VSN 57-88(p) Regulations on technical surveying of residential buildings (departmental building norms).
  7. Classification of basic types of defects in construction and building materials industries.
  8. VSN 58-88(р) Regulations on reconstruction, renovation and technical surveying of residential buildings, public utility facilities, and facilities used for amusement, entertainment, and recreation (departmental building norms).
